Checking at airports, which was already tedious enough to get on anybody's nerves has one more step. wrt Q 2; In India, some such programs are undertaken by local agricultural cooperatives with some financial aid by the state. It works not only for diseases among humans but also animal diseases and even some kinds of fungi on trees. Completely agree with the flaws you point out with “nothing happens” for a false scare.
